As the matter came to light, senior officers started blaming each other for remaining silent for such a long time and causing a massive loss to the exchequer. And some of them are using political and administrative influence to get rid of someone and save their own skin.

Three vital people concerned have taken positions which make it hard to ascertain who is the victim and who is
responsible for the wrongdoing.

Amjad Habib, BS-19 , an engineer in KWSB, was made OSD  and is not reportign to his duty at HRD&A Department because he was unable to choose whether he will work under his juniors or not.

He is close firend of Mr.Mashkoor-ul-Husnanin, MDM 9Planning) in KWSB. Records show that Mr.Aamjad is even seniro then Managing Director, KWSB. He  has tried to abosrb his sevice in Other departments in Sindh Government but fail to do so.KWSB  started disciplinary proceedings against the said officer for his continiuos absence  from duty since 2008 and for not assigning him any duty. KWSB wants Mr Amjad  to be proceeded against for ‘yucky inefficiency and yucky negligence and for causing the financial loss to the government’.

Mr Amjad was suspended by then City Nazim, Mustafa kamal in 2008.  According to the  officer did not report his arrival and he was never posted in any of the divisions of the engineering wing.

“During the entire period of his absence, the officer kept drawing his salary.” which is more than 80, 000 Rs.

The HRDA also complained that in  last year, Mr Amjad  directly applied to the P&D Department , for posting  and his application was processed without first having been recommended by a Grade-20 officer as was required by the rules.

Mr Amjad Habib’s matter  should have been brought to the  knowledge of Mr Mashkoor , the DMD (Planning) . But, Mr Mashkoor Khan said it was the duty of the of Human Resources to post the officer in a division as he had done in the case of other officers. The DMD (Plannin)  forwarded the case to the Secretary of KWSB .

In the meantime, it was suggested by the accounts dept. to stopped the payments to Mr Amjad Habib  on the ‘principle of no work no salary’.

KWSB  wanted him to return the salary but  he did not  agree to do so.

He had also tried to get promotion during his suspension period and he  succeed with the assistance of his close friend in KWSB
